Custom scenario publishing fixes

This update fixes community scenario upload in Custom Scenarios.

- Sign in with Google in the desktop app, then Upload. Wiki /admin login does not sign the game in. - Double-clicking Upload no longer creates several copies of the same scenario. - Uploading a scenario you already submitted updates that listing and sends it for review instead of opening a new one. - The Upload button stays disabled while a publish is already in progress.
