Patch notes for version 0.923

This is a small update aimed towards Windows (non-Arm) tablet pc's. You have an option to launch with the mobile user interface to allow playing without a keyboard/mouse. There are also options to rule out complex textures if your tablet gpu is on the slower side, adjust your resolution and use full-screen or windowed mode as per a normal desktop pc or laptop. It gives the game more flexibility with regards to what sort of Window's devices the game can run on.

I've not made this change to the Mac version at this time, since none of these fixes affect it.
