Wind Display Improvements in the Aiming Interface - 0925

If the player has unlocked the Wind Perception talent:

1.Added a numerical display for the wind direction angle. The displayed precision depends on the wind direction perception accuracy unlocked in the talent tree. 2.The wind direction arrow now shows the real-time wind direction and is no longer limited by the talent's perception accuracy.
